India Calls US Remarks on Indian Professionals ‘Deeply Offensive’, Raises Concerns Over PERM Decision

India has expressed concern over the US Department of Labor’s decision regarding the Permanent Labor Certification (PERM) programme for certain companies, stating that the move does not advance the shared ambitions of the two countries.

In an official statement, India clarified that the PERM programme is separate from the H-1B visa programme. It noted that the suspension of PERM applications does not, by itself, affect the validity of existing H-1B visas or the immigration status of visa holders and their dependents. However, the decision could affect the Green Card process for eligible employees of the companies concerned.

The statement emphasised that talent mobility benefits both India and the United States. While it creates opportunities for Indian professionals, it also provides US companies with highly skilled talent, supporting innovation, research, productivity, competitiveness and job creation, while contributing to shareholder wealth.

India said the issue represents an area of significant mutual benefit for both countries and expressed the expectation that all stakeholders would recognise its importance.

Responding to comments made by the US Vice President in this context, India said such descriptions of Indian professionals were unwarranted and overlooked their contributions to the American economy and innovation ecosystem.

The statement highlighted the role of Indian professionals as highly educated and skilled contributors to the United States. It also recalled the country’s history of immigration, noting that generations of immigrants have contributed to its economic growth and prosperity through their labour, enterprise and innovation.

India further described terminology carrying painful historical and colonial connotations as deeply offensive.

The statement concluded by saying that India would continue to monitor developments surrounding the issue.
